The original mission of Community Growth was to assist small communities with their day-to-day planning.  The Community Growth Institute continues to provide quality planning and zoning administration services to rural communities.

For some communities, the Institute's staff assists on complex applications and supplements the local staff.  In other instances, the Community Growth Institute serves as the entire planning department.  With either approach, CGI provides rural communities with the planning and zoning expertise of a big city planning department tailored to the needs and the budget of a small town.
